Originally published in 1913, this text was written in anticipation of the King's Speech for that year, which was due to include a Bill for the development of a National System of Education. The text puts forward the view that 'unless the Bill succeeds in making the most of the movement for reform springing from the schools themselves, it can but grant opportunities which will be incompletely utilised'. All rights reserved.We present new observations of the low-mass companion to HD 984 taken with the Gemini Planet Imager as a part of the GPI Exoplanet Survey campaign. Images of HD 984 B were obtained in the J and H bands. Combined with archival epochs from 2012 and 2014, we fit the first orbit to the companion to find an 18 au orbit with a 68% confidence interval between 14 and 28 au, an eccentricity (...) of 0.18 with a 68% confidence interval between 0.05 and 0.47, and an inclination of 119°with a 68% confidence interval between 114°and 125°. To address the considerable spectral covariance in both spectra, we present a method of splitting the spectra into low and high frequencies to analyze the spectral structure at different spatial frequencies with the proper spectral noise correlation. Using the split spectra, we compare them to known spectral types using field brown dwarf and low-mass star spectra and find a best-fit match of a field gravity M6.5 ±1.5 spectral type with a corresponding temperature of K. Photometry of the companion yields a luminosity of log=2.88 ± 0.07 dex with DUSTY models. Mass estimates, again from DUSTY models, find an age-dependent mass of 34 ±1 to 95 ±4 M Jup. These results are consistent with previous measurements of the object. (shrink)

A recent article on ‘The Number of Speaking Actors in Old Comedy’ by D. M. MacDowell has argued that to perform the plays of Aristophanes required the use of four, but never five, speaking actors.1 Systematically argued, MacDowell presents a cogent case against Henderson , who has suggested that at times five actors were permitted. MacDowell also presents some very sensible observations on the nature of any prescription which might limit the number of actors. The final paragraphs, however, express considerable (...) discomfort at the earliest work in the extant corpus: 'Akharnians, however, remains problematic, since it has two scenes which may be thought to require five actors' . A tentative solution is offered by MacDowell, which is that 'these scenes were actually performed without a fifth actor, by making very quick changes in the scene with Amphitheos and the Envoy, and by using dolls for the Megarian's Daughters' . Unspeaking performers for the Megarian's Daughters are more likely than dolls, since they must follow orders for movement . Apart from this, I have no doubt that this is indeed how Akharnians was performed, and an examination of the specific comic techniques employed by Aristophanes in the two problematic scenes in Akharnians demonstrates not only the comic desirability of their use, but their applicability to other plays by Aristophanes. De Interpretatione is among Aristotle's most influential and widely read writings; C. W. A. Whitaker presents the first systematic study of this work, and offers a radical new view of its aims, its structure, and its place in Aristotle's system. He shows that De Interpretatione is not a disjointed essay on ill-connected subjects, as traditionally thought, but a highly organized and systematic treatise on logic, argument, and dialectic.

Dr. Cyril Bailey and Dr. C. M. Bowra have most recently analysed Virgil's method of using the expressions of Lucretius and Ennius respectively, and Mile A.-M. Guillemin has lately added significant considerations to Father F.-X. M. J. Roiron's long examination of Virgil's method of using again his own former expressions. Since then other work has been done with the purpose of clarifying the less rational part of Virgil's self-repetition; it might be called complementary to the well-known researches of Mr. (...) John Sparrow. With such a purpose I have tried to suggest how Virgil reached the strange phrase in the first Eclogue, rapidum Cretae, or cretae, Oaxen, by a not unparalleled confusion of the names of several different rivers and at least one town. This useful anthology comprises seventy-nine selections arranged under three headings. Part I is titled "Ancient and Classical Ideas of Space"; part II, "The Classical and Ancient Concepts of Time"; part III, "Modern Views of Space and Time and their Anticipations." According to the general editors of the Boston series, R. S. Cohen and Marx W. Wartofsky, Capek’s choice of contents was governed by the desire to show that "parts of our view of nature greatly and mutually influence other parts, and (...) that our conception of the world keeps evolving. Thus, ideas of time intertwine with ideas of space, and both with ideas of matter and force." F. M. Cornford’s essays, "The Invention of Space" and "The Elimination of Time by Parmenides," introduce parts I and II respectively. In part I, while Descartes, Pascal, Gassendi, Newton, etc., speak for themselves, the ancients and medievals are given other mouthpieces—Duhem’s monumental Le système du monde, for Plato, Aristotle, and the medievals; C. Bailey, for Leucippus, Epicurus and Lucretius; Koyré, Höffding, Jammer, for the period from Bradwardine to William Gilbert. On the subject of time, however, both ancient and classical authors are allowed to express their opinions in their own words, with the understandable exception of the Stoics. Part III begins with the prerelativistic critique of Newton as well as the well-known Clarke-Leibniz discussion on the nature of space and time. This third part, however, is dominated largely by the implications of Einstein’s general and special relativity theories. For instance, we have Minkowski’s "Union of Space and Time." Four items, at least, are devoted to the twin-paradox. Some argue for a static, subjective, or even idealistic conception of space-time whereas positivists like Frank attack Sir James Jeans’ and other idealistic interpretations of relativity as instances of meaningless metaphysics. Part III concludes with Weyl’s objectivistic interpretation of quantum-mechanical indeterminacy. While it is difficult to find an anthology that will please all readers or teachers, this work goes far towards dealing comprehensively with the subject of space and time. As Cohen and Wartofsky note, what is distinctive of Capek’s approach within the field of philosophy of nature and its history is that "he is greatly appreciative of Bergson, James, Peirce and Whitehead" and though influenced by them, he is also critical because of the "understanding of the philosophical import that contemporary physics brings into our picture of the world." In a lengthy introduction, the editor explains his rationale for each item he includes. In general this is very helpful, but in some instances the suggested historical connections are misleading at best, if not simply false or questionable. Einstein for instance is said to have "rejected any absolute frame of reference which would be a substrate of absolutely simultaneous events... within the context of Michelson’s vain search for the absolute motion of the earth." This seems to imply—as many others have claimed—that the negative results of the ether-drift experiment influenced Einstein in formulating his relativity theory, whereas historians have pointed out that if Einstein referred to the experiment, it would have to be as a confirmation of his theory, since he did not learn of the results obtained by Michelson and Morley until after the publication of his revolutionary paper in 1905. Though there are other generalizations in the introduction which might be open to dispute, Capek’s prefatory remarks are in general helpful, and the essay collection as a whole stands on its own feet. It is valuable, if for no other reason, that a number of the selections appear in English translation for the first time.—A.B.W. (shrink)

C. C. W. Taylor presents a selection of his essays in ancient philosophy, drawn from forty years of writings on the subject. The central theme of the volume is the moral psychology of Plato and Aristotle, with a special focus on pleasure and related concepts, an area central to Greek ethical thought. Taylor also discusses Socrates and the Greek atomists, showing how Plato's ethics grows out of the thought of Socrates, and that pleasure is also a central concept for the (...) atomists. Pleasure, Mind, and Soul provides a fascinating survey of a range of important topics in the work of some of the greatest ancient philosophers, and which remain the subject of lively philosophical debate today. Aristotle's treatise De Interpretatione is one of his central works; it continues to be the focus of much attention and debate. C. W. A. Whitaker presents the first systematic study of this work, and offers a radical new view of its aims, its structure, and its place in Aristotle's system, basing this view upon a detailed chapter-by-chapter analysis.By treating the work systematically, rather than concentrating on certain selected passages, Whitaker is able to show that, contrary to traditional opinion, it forms (...) an organized and coherent whole. He argues that the De Interpretatione is intended to provide the underpinning for dialectic, the system of argument by question and answer set out in Aristotle's Topics; and he rejects the traditional view that the De Interpretatione concerns the assertion and is oriented towards the formal logic of the Prior Analytics. The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. This volume, which is part of the Clarendon Aristotle Series, offers a clear and faithful new translation of Books II to IV of Aristotle's Nicomachean Ethics, accompanied by an analytical commentary focusing on philosophical issues. In Books II to IV, Aristotle gives his account of virtue of character in general and of the principal virtues individually, topics of central interest both to his ethical theory and to modern ethical theorists. Consequently major themes of the commentary are connections on the one (...) hand with other relevant Aristotelian texts and on the other with modern writings, both text-related and thematic. Since the main aim of the volume is to make Aristotle's thought as accessible as possible to readers who do not know Greek, considerable care is taken to elucidate both his technical vocabulary and significant features of his Greek idiom. C. C. W. Taylor also provides systematic comparisons with other translations into English and other languages, and frequent references to other commentaries, ancient, medieval, and modern. Develops a logical analysis of dialogue in which two or more parties attempt to advance their own interests. It includes a classification of the major types of dialogues and a discussion of several important informal fallacies.

This article discusses two complementary themes that play an important role in contemporary South African political philosophy: (1) the racist tradition in Western philosophy; and (2) the role of ubuntu in regaining an authentic African identity, which was systematically suppressed during the colonial past and apartheid. These are also leading themes in Mogobe Ramose’s African Philosophy Through Ubuntu. The first part concentrates on John Locke. It discusses the thesis that the reprehensible racism of many founders of liberal political philosophy has (...) lethally infected liberal theory. This view neglects the distinction between genesis and justification. Political liberalism has since cleansed itself of the prejudices of its spiritual ancestors. Liberal human rights exclude racism as a matter of principle. The second part discusses the claim that the ubuntu philosophy provides a better basis for a constitution in a modern society than political liberalism. A major problem is that ubuntu is an essentially contested concept. Some philosophers consider ubuntu to be a moribund notion (Matolino); others see it as a vital concept par excellence. In the latter case, it is elaborated from sundry incompatible political views, ranging from African nationalism (Ramose) via humanist communitarianism (Metz) to liberalism (Mboti). Conclusion: as an essentially contested ideological concept, ubuntu should not be a decisive constitutional standard for the application of state force. In contrast, the constitutional model of political liberalism provides a reasonable alternative, as it is designed precisely to solve the problem of social plurality and ideological contest. Doing Educational Administration is the final part in a three volume series by Evers and Lakomski presenting their perspective on educational administration. The first volume, Knowing Educational Administration , established the importance of epistemological issues in the international field of educational administration and suggested a new, post-positivist approach to research. The theoretical approach presented in the first volume was further examined in Exploring Educational Administration, where the authors' theories were considered in an applied context. In this, the third and final (...) volume, the authors conclude their presentation of their post-positivist theory by demonstrating how their account of knowledge and cognition shapes the content and structure of administrative practice. Built around a set of basic issues in the practice of educational administration where the role of condition is of primary importance, Evers and Lakomski produce a comprehensive and persuasive applied theory of administrative practice. A proof is given that there does not exist an event, that is not already in the past for some possible distant observer at the (our) moment that the latter is "now" for us. Such event is as "legally" past for that distant observer as is the moment five minutes ago on the sun for us (irrespective of the circumstance that the light of the sun cannot reach us in a period of five minutes). Only an extreme positivism: "that which (...) cannot yet be observed does not yet exist", can possibly withstand the conclusion concerned. Therefore, there is determinism, also in micro-physics. (Expected) adverse effects of the ‘ICT Revolution’ on work and opportunities for individuals to use and develop their capacities give a new impetus to the debate on the societal implications of technology and raise questions regarding the ‘responsibility’ of research and innovation (RRI) and the possibility of achieving ‘inclusive and sustainable society’. However, missing in this debate is an examination of a possible conflict between the quest for ‘inclusive and sustainable society’ and conventional economic principles guiding capital allocation (including the (...) funding of research and innovation). We propose that such conflict can be resolved by re-examining the nature and purpose of capital, and by recognising mainstream economics’ utilitarian foundations as an unduly restrictive subset of a wider Aristotelian understanding of choice.
